It's a very personal decision
I believe no-one can answer this question except you and your family, because your circumstances, likes and needs are unique. It's no use going to settle in Toronto if you come from Cape Town and can't survive without the sea and the mountains. In my humble opinion, it doesn't matter how much more money they'll pay me to work in a city that (to me) feels like Johannesburg - I'm moving half-way round the planet and I'd like to be happy and feel at home, thanks!
I also believe you can't decide on whether Canada is right for you if you don't take an LSD trip first - go Look, See and then Decide. I get an immediate feel about a place - can I really live here or not? This is your whole life we're talking about - it's worth the investment because, if you get it wrong, you could be ruined financially or just down right miserable forever.
Besides, how are you going to find out that Canadians are some of the friendliest people on the planet if you don't go there? Or that Canada is not necessarily as cold as everyone who is not emigrating will tell you? GOOD LUCK!
