Don't give up too easily
If you don't have enough points, maybe you worked it out wrong. I'd get a second opinion from someone who really knows, such as a reputable emigration consultant or emigration attorney. Ask around before choosing one.
Perhaps you should be applying in a different category with more points? You need to go beyond the list of occupations to the underlying job descriptions to find out. If you trawl through other jobs related to yours, you may find you fit into one of the other categories. Remember the South African job title may differ from the Canadian title. Obvious, but worth being reminded of!
Also, I believe Manitoba's special program is a lot more lenient - you only need a written, confirmed job offer, police clearance and to pass the medical to go to Manitoba. Or marry a Canadian. Or learn to speak fluent French... you get 9 points for that!
Remember Canada needs around 300,000 skilled immigrants and they are often willing to look at applications from those of us with skills on the NOC list, even if we are fractionally short on points - this may require an interview in which your personal suitability points will make up the shortfall.
Go to the Canadian High Commission in Pretoria's website or Canadian Immigration for more information. You can also try canadianvisa.com - this is the web site for a law firm based in Toronto. I have never used them, I only had them assess me. You won't get a detailed analysis, only a yes or no.
Finally, if it was me and I had 58 - 59 points, I would probably regard my future as being worth the investment of the application fees, and (personally) I would apply anyway if my skills were on the occupations list. I would make a very strong case for being accepted in my covering letter and would make sure my CV was presented in the best possible way. But I have to stress that this is my own personal opinion.
